The County of Oswego Industrial Development Agency was joined by federal, state, county and local officials, along with dozens of project partners and stakeholders, to celebrate the groundbreaking of the L. Michael Treadwell Oswego County Industrial Park expansion in the town of Schroeppel.
The milestone marks a significant new chapter in Oswego County’s economic development, expanding the county’s industrial development capacity and positioning the region to attract new employers and capitalize on growing opportunities in advanced manufacturing and semiconductor supply chain industries.
“Today marks the culmination of years of planning, preparation and collaboration,” said Austin Wheelock, CEO of the County of Oswego IDA. “A key part of any successful economic development strategy is maintaining a strong pipeline of shovel-ready sites to support the pipeline of projects. That’s exactly what this expansion accomplishes. We’re taking a proactive approach to ensure Oswego County is ready to capitalize on what is truly a generational opportunity for Central New York and to compete for the next wave of advanced manufacturing investment.”
Located approximately eight miles north of the Micron site in Clay, the expansion will allow the IDA to more than double the size of the existing 135-acre industrial park by constructing infrastructure throughout the 185-acre expansion site purchased in 2021. Once complete, the project will create up to 10 shovel-ready sites capable of supporting approximately 1.1 million square feet of manufacturing and industrial development, hundreds of high-paying jobs and catalyzing hundreds of millions of dollars in private investment.
“By creating shovel-ready sites right here along the Route 481 corridor, Oswego County is positioning itself at the very center of Central New York’s manufacturing boom,” said James Weatherup, chairman of the Oswego County Legislature. “Whether it’s supporting the expanding semiconductor supply chain, clean-tech development or advanced manufacturing, this park is ready to welcome over a million square feet of new industrial space and create hundreds of good-paying jobs for our residents.”
The project includes the construction of more than 3,700 feet of new public roadway, more than 4,000 feet of public water and sewer infrastructure, new electric, gas and telecommunications utilities, a new electric substation and comprehensive stormwater management improvements.
WD Malone, a local general contractor with extensive experience in industrial, commercial and municipal public works projects, was recently awarded the construction contract by the IDA. C&S Companies has been working closely with the IDA on conceptual design and planning for the site since 2019 and has served as the project’s civil engineer and project manager since 2025.
The $14 million industrial park expansion project was made possible through a collaborative investment from federal, state and local partners. Funding includes $2.5 million from the U.S. Economic Development Administration, $8.1 million through Empire State Development’s FAST NY program and $625,000 from National Grid to support electrical and natural gas improvements. Additional funding is being provided by the County of Oswego IDA.

Michael Treadwell Industrial Park expansion project is proof positive that concrete economic benefits are already occurring in Central New York, with these new sites laying the foundation to attract even more semiconductor, clean tech and advanced manufacturing investments. It’s exactly what I had in mind when I passed my bipartisan CHIPS & Science Law, convinced Micron to locate their semiconductor megafab in Central New York and secured billions in federal funding to make Micron’s historic investment a reality. I promised members of this community that it would fuel an economic renaissance, create thousands of good-paying jobs and revitalize communities from Schroeppel to Syracuse. Construction will start this month and is expected to be completed by September 2027, resulting in up to 10 shovel-ready industrial sites equipped with the infrastructure needed to attract advanced manufacturing and high-tech industries.
